Hurley has been involved in Arizona Cannabis business and law since its inception. His original involvement began during the Medical Marijuana statewide ballot initiative in 2009, at Rose Law Group as the firm was the first in Arizona to build a legal department focused on the developing area of Cannabis law. Hurley represented clients in helping to shape the statewide initiative, implement it and the rules adopted around it, assist with licenses, and advising business owners in the plethora of regulatory and legal issues relating to operating cannabis businesses. He spent the last seven years as general counsel to one of the largest cannabis growers in the country. His role involved managing overall company compliance, HR/employment issues, contracting, capital and debt raises, mergers/acquisitions/dispositions, joint ventures, and special projects.
A thought leader in the cannabis industry, Hurley has been deeply involved in Arizona's cannabis landscape from its inception. He played a significant role in the 2016 and 2020 initiatives to legalize adult-use cannabis in the state and has been a tireless advocate for marijuana reform.
Beyond his cannabis advocacy, he has a keen interest in advancing legal therapeutic psychedelics and has been very involved with blockchain, decentralized finance (DeFi), digital autonomous organizations (DAOs), web3, and metaverse applications.
